Does the vampire who uses Govern the Unaligned burn the blood even if he/she is
blocked? We've been asusming the vampire burns the blood in either case.

You only pay for an action if it's succesful (i.e. not blocked).
Likewise you only pay the pool cost when equiping if you actually get
the item.

To clarify or muddle, depending on your standpoint, this
differs from action modifiers, which are paid for when they are
played, regardless of the status of a block.
