lingering or instant effect?

Sure. It doesn't matter any more. Allies playing cards "as a vampire" benefits
from the lingering effects of the card play (but still not from the effects of
the card-in-play, if it is one that it put in play).

Well, Bima, being an ally, cannot call referendums, right.
The Bima need some "as a vampire" way of doing so. Charming Lobby suffices.
