Basic procedure to a political action:
1. Vampire takes a political action. Typically this action is provided
by a card in hand, such as Disputed Territory, but occasionally is
provided by a card in play, such as burning Anarch Revolt.
2. This action may be blocked as normal. I believe all political cards
played from hand are at +1 stealth; cards in play will tell you if
the action they provide is at stealth, but again, probably most
of them say this.
3. If action is blocked, then combat ensues as normal. If it is not
blocked, then the terms of the vote are set; these are sometimes
obvious, as with Anarch Revolt, but sometimes you have choices, such
as they two that Disputed Territory gives you.
4. The vote proceeds. All players cast votes, which they get from titled
vampires, from action modifiers and reactions, from cards in play,
from trading in the edge, from burning political cards in hand, etc.
If the vote was started by a political action in hand, then the acting
player gets one vote from that card. If a card in play was used to
call the vote, then the player typically does not get a free vote
in this manner.
