High Aye says:
"If the action succeeds, you may discard up to two cards from your hand
(draw afterward)."
What is the timing of this discard?
Specifically, 3 questions:
1) If I bleed successfully with a High Aye, can I discard 2 cards,
replace them, and then play (superior) Spying Mission?
2) If I Bum's Rush successfully with a High Aye, do I discard cards:
a) Before the combat?
b) After the combat?
c) During the combat?
d) I may choose one of the above, but must do all the discards at once.
e) I may "split" my 2 discards between any of the above.
3) If I perform a successful Political Action with a High Aye, do I
discard cards:
a) Before the referendum?
b) After the referendum?
c) During the referendum?
d) I may choose one of the above, but must do all the discards at once.
e) I may "split" my 2 discards between any of the above.
I think this covers all possibilities. ("e" is unlikely, but I thought
I'd throw it in there)

After resolving the action. Like Freak Drive's window.

No.
If you drew a Freak Drive, though, you could play it.
