[LSJ] Owain Evans and Vampiric Disease

My prey has a vampire in zero blood, with a Vampiric Disease counter on him. I control Owain Evans. During my prey's untap, who calls the order on Owain Evan's ability? The key question here being: Can Owain Evans force vampires into hunt loop with Vampiric Disease? (Giving them the 1 blood to burn for the disease, leaving them empty for the forced hunt yet gaining no blood due to Vampiric Disease) Yes or no?

No. The acting Methuselah may elect to handle the VD (burning the Disease Counter) before giving you the option to add one blood to him. [ quoted text not captured ] No, because Owain's special is usuabla "during", Vampiric Disease's burn blood when untap effect happens when the afflicted vampire untaps as normal at the start of the untap phase. So, per the rules, the untap all tapped cards at the start of the untap phase happens before anything else (in the untap phase), so you cannot use Owain's special before the bloodless vampire is freed from the disease. You can, I think, get the desired effect with VD and "Blood Trade" - assuming that the infected vampire can't contrive to lose the donated blood between your untap and their untap. * lehrbuch
