Rules question : Fate Amria / Wave lethargy

- Fata Amria the vampire with fata amria can get rid of it by not untapping during her untap phase. Can she still get rid of it if she is prevented from untapping (sensory deprivation eg) ? I believe she can't 'cause she can't do something "instead of" as she can't do the 1rst thing. It would be paying with money you don't have (hey ! who said "it works sometimes" ! :-)) - Wave of lethargy "maneuvers and presses cost opposing vampire an additional blood to play". What happens face to a sup flash ? I suppose vampire burns an additionnal blood when the flash is played (for the maneuver), but does she still burns an other blood if the optional press is used ? Is "to play" synonymous to "to use" or does it mean you have to play a card from your hand ? I believe a Mob connections press or a IRG maneuver would not cost 1 blood. Am I right ? If so what for such an optional press ? Is it played or used ? Maybe i'm just wrong on "to play" and it simply implies the vampire maneuvers or presses, whatever the means. Sorry if these questions have already been answered...
