No. He may use the stolen blood to prevent destruction, but aggravated
damage may not be healed at all. He will go to torpor. The rulebook is
quite clear on the going to torpor part - your friend is probably being
misled by a ruling that says "Stolen blood may be used to heal damage during
the same round" - this means:
1. Any empty vampire, having stolen two blood, could heal two points of
non-agg damage (instead of going to torpor, which is what he would
have done if he could not use the stolen blood this round).
2. An empty vampire, having stolen two blood, could prevent destruction
from up to two points of agg by burning the stolen blood. (going
to torpor instead of being burned outright).
