While we're all talking about it. Does a vampire who pushes a vote that costs a blood (i.e. PTO) through with an Awe that leaves him empty fizzle his vote as it attempts to resolve before he has the opportunity to play the Voter Captivation? It is my understanding > that it does. The cost of the PA card is paid when the action succeeds, before the referendum (and it must be paid in order to start the referendum). So the blood paid (already) for the PA card cannot be used to power Awe.

So now no more successful block attempts are made, the action is successful; Stani has to pay for the PTO but she can't. So the action fizzles at this point? And out of curiosity, would she gain a blood for perfectionist at this point (assuming no reaction cards were played)?
