Gaspare Giovanni's card text reads as the following:
"Non-Camarilla. During your master phase, Gaspare may burn 2 blood to
move a burned vampire from your ash heap to the top of your crypt. +1
hand damage."
Does this text mean that his action is actually a MASTER PHASE action,
and as such is 'unblockable', except with a master card like 'Sudden
Reversal'? (Well, Sudden Reversal dosn't BLOCK, but, it cancels the
action.)
Or is it like equiping, recruiting, and the like, where it's an
undirected minion action, and thus blockable as normal, but it just
happens to occur during the Master Phase?

It is_not_an action, its an ability that he can take advantage of in
the master phase, by burning 2 blood. It cannot be blocked as it is not
an action, and it cannot be sudden reversal'd because it isnt a master
card. Its not really that good, so it really doesnt matter if it cant be
