Is this an extension of a meta-rule which says something like: if there
is no target for card x, then card x cannnot be played? i ask because of
calling Kindred Segregation or peace treaty when there are no allies or
guns in play, calling a parity shift when you have the most pool, and
stuff like that. Just curious about the legalities of some card-cycling
ploys!
