Democritus vs. new titles

I was surfing the online Rulings list, and saw this one: Democritus - Vampire (Ven) 10 Does not affect the cost to contest titles, since the cost to contest is paid in vampire blood, not pool. [RTR 19950509] Hasn't the title contesting rule changed recently, and if so, is this clarification now obsolete?

[ quoted text not captured ] I don't think there have been any new changes that would have affected Democritus' ability. Note that in Sabbat War, Princes and Archbishops of the same city now contest. And lately (around SW) they also helped clarify (but didn't actually change) exactly which titles were sect-based, clan-based, etc. Halcyan 2
