Yes!! It is on the card. ... usable during political action ... I thought, that i missed a general rule. Therefore playing these cards, does not let me draw another card for replacement as we are in a political action. And before voting starts they cannot be played. Good. Doesn't this mean that the person calling a vote is completely vulnerable to Vote Modifying cards like Dread Gaze, S.I., etc. If his vote can be messed up by them, but he can't play them himself?! This doesn't make sense! Why give Vampires vote-modifying powers, if they can't use them on votes by their own Meth? Isn't that pretty much the whole point? To hold political modifier cards in your hand, and hope you have enough to keep the other Meths from voiding your vote and hitting you with five political Backlashes (This actually happened to me once, which is why I think Dread Gaze and S.I. should be usable by the acting Meth! This is what BEWITCHING ORATIONS are for. Reaction cards can only be played when it is *not your turn*, anyways, which is the main reasion you can't react to your own actions. But you can slap a Bewitching Oration on your voting vampire in the middle of a political action to gain 2/4 votes. You use BOs when you're voting, and DGs when someone else is voting. Forces you to keep your deck well-tuned. :-) -- Meow!

As an action modifier, it seems to me that you'd have to play the Bewitching Oration when the action is being declared. Well, the card does say "Can only be played DURING a political action", which is the middle of a vote! I think this is what the official ruling is (I've seen something on it around here), but even if it isn't, you can still play a BO while casting the vote! -- Meow!
