I've read recently that a Flak Jacket can be used to prevent the damage
done by Rutor's hand, and I understand this.
But from this ruling, a few questions popped into my mind.
1) How do you know if you can use a card to prevent damage outside of
combat? Can skin of rock be used? How about the ability granted by
Guardian Angel?
2) Since I know for sure that the Flack jacket can prevent damage, how
many times can it be used outside of combat on the same turn? (I would
tend to think one per each action/reaction, as opposed to once per round
as you could use it twice if you entered two combats)
3) Lastly, have can you tell what damage can be prevented outside of
combat? (My guess, is that as long as it says you taking "damage" and
that it doesn't say it's unpreventable.)

Combat effects cannot be used except in combat.
Damage from Rutor's Hand (superior) is treated as if from a strike
in combat, so combat effects can be used.

Once per combat or combat-like effect (of which Rutor's Hand is the
only example).

Damage done outside of combat is unpreventable.
