No cards can be played on uncontrolled vampires unless they

Nothing can be placed on an uncontrolled vamp unless card text says otherwise
explicitly.
Cards that say "Ready vamp" mean "controlled and not in torpor" (the
definition of Ready). If a card is not thusly restricted, it may be played
on a vamp in Torpor, but not on an uncontrolled vamp. (Exceptions:
Action cards and Reaction cards are all restriced to "Ready" by default).
So, no, you may not Ginat's Blood an uncontrolled vampire.
