Why?!? Nowhere in the Fragment's card text it says it is an action
"requiring Baali or Daimoinon". So, no.

Correct.
But but but...
to do the action an infernal is required. Ok the card doesn't state
the word "required", but i dont think it is allowed to do that action
with a non-infernal.

Yes, it requires an infernal minion. It doesn't require Baali,

"Infernal" does not equal "Baali" or "Daimonion".
Most (all?) Baali are infernal, but that does not mean all things
infernal are Baali. And a lot of daimonion cards require you to be
infernal, but that does not mean all things that require you to be
infernal are daimonion. That the Fragment requires you to be
"infernal" does not fill the requirements of Maureen's special ability
(which requires actions requiring "Baali" or "Daimonion").
