LSJ - Votes during a Blood Hunt

Hi there! I was wondering about one thing, which votes are usable during the Blood Hunt referendum? Can cards that are in play (Powerbase: Madrid for example) be used to gain votes, can the Edge be burnt for a vote and so forth? Can I play cards from my hand that give me additional votes? Can I play/discard a political card from my hand to gain a vote? Thanks in advance - Andrew
