You can bid as high as you like, and can borrow up to 5 of your bid
from the bank. Just be careful not to bid enough to oust yourself ;)

We play it that you can. In fact, it's a great reason to steal a
particular vampire. You nab it with Malkavian Dementia during your master
phase, then pop a blood off it before you return it (preferably in torpor
for attempting a wreckless bleed for you). Even better, if you have Anson
or Rumors of Ghenna (sp) for two master cards a turn, swipe a nice 10
pointer with Malkavian Dementia, then Minion Tap it to zero, and send it
home empty. Ouch!
