Blood Tears Of Kephran Timing Question

If a vampire w/ Blood Tears is targetted by a Banishment, can the vampire burn the Blood Tears before being moved to the uncontrolled area? The player w/ the vampire being banished was unable to defeat the vote and decided at that time to burn the Blood Tears, is this legal? Thanks.

However, the rules making it clear that there is always time for more votes to be cast. It's not like someone starts a clock with 30 seconds for the referendum, and anyone sneaking something in with half a second left can do it without responses. The polling stage is completed only when all Methuselahs are finished voting (if you need a time limit, the players can agree to wait 15 seconds after the last vote cast to close the polling stage). The rulebook is only talking about "voting" per se, but that pretty much applies to any effect done during polling.
