I have a question for you gurus. The rules say that if the vampire who
tries to rescue his/herself out of torpor and you block it, the vampire
loses the two points of blood and I have a chance to rescue or kill that
vampire. Now my two questions are: 1. if my opponent sends a minion to
rescue a vampire in torpor and I block, does that vampire loose two points
of blood. 2. Do I still have a chance to kill the vampire in torpor. My
reasoning to ask stems from the vagueness of the rules and I believe it
wouldn't make any difference between a vampire rescuing a vampire or
vampire himself tring to leave torpor. The end result was the same, you
interepted the action.

saying that you're sending a 'minion' in is misleading. If the vampire

I think you can only burn the vamp if he is bringing himself out, not if
someone else is rescuing him.

Wrong. Paying the 2 blood is the cost to perform the action just like
paying for Wolf Claws or Cauldron of Blood and then having someone dodge. You
still lose the blood regardless.

The lose 2/ get diablerized is a special effect of blocking a vampire
getting itself out of torpor. If you block a vampire attempting a rescue,
it's just like a normal block - the cost of the action is not paid, and
blocker and blockee go to combat. The blocker can't attempt to diablerize
because he's never come in contact with the torporized vampire - he
blocked somebody else.
Incidentally, in the rulebook, the action was "encounter vampire in
torpor". Only after success did he decide to rescue of diablerize.
Obviously you couldn't ask for the 2 blood then. The Design Team has
since ruled that "encounter" and "diablerize" are separate action,
although no reason for this has been given.

Actually, he was right. Section 14 of the rulebook:
"If unblocked, ... pay any cost associated with the action."
Section 15:
"If a player's minion's action *is* blocked, ... no cost is paid..."
Actions have no cost when blocked. (except self-rescue).
This includes equipment, allies, and retainers.
Combat cards are paid for when announced, as you said.
Action Modifiers and Reaction cards are paid for when played.

It may seem strange, but if an action is blocked, that cost is NOT paid
(14.4), while if a strike is negated or whatever the cost is STILL paid.

WC and CoB are combat cards, subject to different rules for
costs than actions. In general, you don't pay the blood for a blocked
action. Leaving torpor of your own volition is a noted exception in the
rules. Combat cards, you *do* pay for as you play them, even if they
later get negated.

1. No. Only self-rescue has a cost when blocked.
2. No. Only blocking a self-rescue permits diablerie.
