Slaughterhouse Q

Slaughterhouse says "Tap to burn up to 2 cards from the top of your prey's library." To use this ability, do you tap it and say to your prey one of "burn two cards from the top of your library", "burn one card from the top of your library", or "burn no cards from the top of your library"? Or does the "up to" only mean that it still works if there is only one card (or no cards) in your prey's library to be burned? Thanks, Josh slaughtering the house
