I could use some general guidelines regarding timing when someone plays DI. Can you play it on a vote after the Choose Blockers phase. What about after or in the middle of the tallying of votes or even after the votes have been counted? Or, say Govern the Unaligned. When the action is announced or after blockers are chosen, before or after other bleed modifiers, etc.? Nothing like this has come up yet but I'd like to head this one off.
