When can you play Banner of Neutrality?

A search of the newsgroup and errate didn't reveal anything. I thought that there was some clarification on the WW website. I am wondering if a tapped vampire can play banner of neutrality? If so, any reaction card that states it requires a ready "something" is playable by a tapped vampire? Andrew
