Fish Flowers

Rules question: Are any of the following possible? 1) Acting minion plays Cloak, as do three other vamps (total +4 stealth). I have heard that this is possible, looking for a ruling. 2) During a political action, three separate reacting minions play Surprise Influence / Dread Gaze, for buttloads of votes. 3) During combat, a vampire maneuvers to range with Flash, the foe maneuvers back to short, and then the vamp maneuvers _again_ with Flash. I believe any of these are possible, since the only explicit ruling in the rulebook is that the same vampire may not play the same action modifier more than once in an action. (Could the same reacting minion play more than one reaction card, e.g. Enhanced Senses?) Fish Flowers.

Also, you may only benefit from one source of additional strikes each round of combat - so you can't play Blur twice in one round, or even use Blur and, say, Lightning Reflexes.
