Stutter-Step
Type: Combat
Requires: Celerity
[cel] Strike: dodge.
[CEL] Strike: make a hand strike and dodge. This is both a hand strike
and a dodge. Not usable if only hand strikes (or only dodges) are
allowed. Only usable at close range. Not usable as an additional
strike, and this vampire cannot use any additional strikes this round.
Can Undead Strength be used as the "hand strike"? Thanks.

No. Stutter-Step is the strike card.
See also the inability to play Lucky Blow and then use Undead Strength as the
"hand strike" of the Lucky Blow strike.

Nope. You can only choose a strike once per strike. Since SS defines this
effect with a "Strike:" preceding it, it is your (only)selected strike for
the current strike resolution. Compare to Undead Strength's own text,
which explicitly allows it to be "stacked" with a melee weapon. SInce SS
lacks such text, you cannot "stack" effects in the manner you describe
above.
