If an Ilomba in play is the target of a chair of hades, does the
Ilomba get removed from the minion or is part of the "remove from
play" effect to burn the Ilomba thus making the minion burn a blood
instead?

I'd say just remove.
Ilombra's text says "If Ilomba would burn a life (or would otherwise
be burned)", chair says "Remove any non-wraith ally or retainer or
vampire with capacity less than 3 from the game."
Ilombra is removed from game, not burnt, so its text isn't enacted.

Correct. Burning is not part of removing from play.
