Yes.
The first part of each of the acceptance cards seems to deal with
individual vampires of the given clan rather than the clan itself.
But the second part indicates that it is the clan itself that is
affected.
End result: one of the "options available" to Camarilla clans is
that their locations can be burned by Al-Ashrad. This option is
extended to, for example, the Giovanni after a successful Giovanni
Acceptance referendum.
