I need help sorting out the do's and don't of votes with both Sabbat
and Camarilla.
I understood Sabbat vampires could not become Princes through Praxis
seizures (unless a card was played that made them Camarilla...)
Vice versa for the Camalira and the Crusades votes
right?
Where I get dizzy is when I am told Sabbat vampires can vote on praxis
seizures and justicar votes While Camarilla vamps cannot vote on Sabbat
votes (priscus...)
I also heard that some Camarilla votes are out of bounds for sabbat
voters (rumours of gehena...)
As you can see I am really not sure on how to proceed with voting when
playing others with Sabbat decks... (combat is so much easier :))

I do agree with you on the confusion part. I developed a (small) list
of who can call and participate in votes, plus if any errata is
currently assigned against any vote cards. Below is what I could
determine, however, do not take it a gospel. I am 100% sure that it is
not air-tight. I would give the list time to be reviewed by others and
allow them to comment.

Most exclusive political actions are defined on the card. For example, votes
which state "Requires a ready Prince or Justicar" means that only a Prince
or Justicar can take the action to call the vote. A Sabbat Cardinal cannot
call Anathema or Parity Shift, for example.
The only Political actions which limit who can vote in the referendum (as
defined by card text) are Investiture (turns a Sabbat into a Priscus) and
Cardinal Benediction (turns a Sabbat over 6 into a Cardinal). Of course,
using Closed Session prohibits all non Camarilla from having votes during
the referendum.
When the Sabbat first came out, the accompanying rulebook stated several
political actions which Sabbat vampires could not take that were not defined
by the card text (for example, Command of the Harpies - which states it can
be called by any vampire). Whether those rules still hold (as several of
those rules were revised, including the Prince/Archbishop of X auto-rush
feature) is a question for LSJ.

Correct. Section 10 - Vampire Sects:
Only Camarilla vampires can use the Camarilla power structure
respresented by some cards and actions. To reflect this, those cards and
actions that are related to this power structure are restricted, in
addition to the restrictions on titles listed above.
Only Camarilla vampires can call the following referendums: Justicar
Retribution, Command of the Harpies, Masquerade Enforcement, the vote to
burn Masquerade Enforcement, the vote to burn Elysium: the Arboretum,
and the vote to remove the abilities granted by Archon. Only Camarilla

Again, correct.
There are no standing limitations (i.e. in the errata or rules) on who
can vote on any given referendum. All such limiting is done by card
text *only* (as the game currently stands).
Everyone can vote on all political actions unless there is specific card
text to the contrary. Closed Session is one such card. There are a
number of cards in the Sabbat set which are similarly limited.

Any ready vampire (with votes) can vote in any referendum, unless card
text says otherwise.

The rulebook lists some referendums that only Camarilla vampires can
call, but Rumors is not one of them. See section 10 of the online
rulebook.

Perfectly valid. You just have to pick a Malkavian, as you say.
This can be the case in the World of Darkness where other vampires from
other clans try and maneuver vampires into positions of power, when they
think they can control them, or it will work out better than another
vampire etc.

Anyone can call a Justicar vote - they just have to name the right
vampire.
Anyone can vote in a Justicar vote - but some vampires get extra votes
in them.
