combat, can a Shadow Step be played at superior in the second round
to change the range to long?

No. If any effect sets the range of a round of combat, no other
effects which would reset the range of that round can be used. (*)

Of course not. There is no chose range phase during the second round of
combat. It is at close range by card text.
