Successful bleeds and Telepathic Counter

So, color me curious, say Gilbert Duane Governs the Unaligned at the Inferior, and I reply to it with having Quira and Ozmo Telepathic Counter all the Bleed. Does he still have to expend the blood for the Govern, or is it still considered unsuccessful despite my soaking up the Govern the Unaligned with the Counters?
