Is No Confidence considered a card that requires an anarch for use
(untapping and anarch) with Powerbase: Los Angeles?
No Confidence
Play after resolving a successful action that requires an anarch.
Put this card on a titled non-anarch vampire controlled by the target
of the action (or by your predator or prey if the action is
undirected). A vampire with two No Confidence cards loses the benefit
of his or her title. Burn this card if this acting vampire leaves the
ready region.
The text implies that it is anarch only. But it doesn't say "requires
an anarch".

Can Grey Thorne play No Confidence on a Keystone Kine action ?
The lack of explicit "requires a ready anarch" on the cards makes me
think he can, but that particular lack would've make me think No
Confidence was not a card that requires an anarch for use with
Powerbase: Los Angeles.

Only anarchs can play No Confidence. Which means No Confidence requires anarch.
Which would mean Grey Thorne could play it as an anarch if his text was just
"may play cards that require anarch as an anarch".
But instead he's got that pesky card text about only playing cards that require
cel or pot as an anarch. And No Confidence is not such a card.

I'm a bit slow this morning. I get it now.
Quite right, floppy.
Grey Thorne can play Keystone Kine at cel as an anarch.
And then, after resolving that action (that requires anarch) successfully, he
can play No Confidence.
Which means No Confidence is not a card that requires an anarch, since Grey
Thorne is not an anarch.
So that REVERSES the earlier ruling that No Confidence could be a "card that
requires anarch" for purposes of Powerbase: Los Angeles.
