Intercept Question

The Vampire Miranda Sanova says that if a Brujah attemps to block her, then that Brujah has a -1 intercept. My question is if A vampire can have an intercept of less than zero. I.e. If I bleed my prey with Miranda, does he have to use an intercept card to be able to block her with a brujah, or is zero the "minimum" intercept. Yes, it is possible for a vampire to have negative intercept or stealth, just very difficult. A Brujah attempting to block even the most basic action by Miranda, such as a bleed, would need an intercept card to do so.
