Louhi, What is an "action card"

Hi guys, Having a bit of an argument on jol at the moment on what an action card is for the purpose of Louhi's ability. Do allies, retainers, equipment and political actions count as "action cards"? Cheers, simcof

Basic rule of thumb: any card that can be played as an action is an action card. In the newest printings, they all have the "Action" symbol on them in addition to their subtype symbol, which is also a good clue.
