[lsj] Playing political action cards to gain votes

In a referendum you may use one political action card to gain a vote. But how is it when you use a political action card to call the referendum? I figured it counts as the vote you can gain from political action cards (the rulebook says so) but there are others who claim that you may play an political action card to gain a vote, in addition to the card you use to call the referendum. Which is correct?

In a referendum you may discard one political action card (PAC) to gain one vote. But when you use a PAC to call the referendum, do you still have the opportunity to discard PAC to gain a vote? I think the rulebook says that the PAC used to call the referendum provides the vote you are obliged to get from PACs. Is this correct?

Is this correct? the rulebook is correct, yes ;) You can gain one voice by burning a political card from your hand. But if you called yourself the vote by using a political card (like kine resource contested), then you are not allowed to do this. reyda
