In some combat cards with Thaumaturgy as the required ability, such as Drain
Essence, it will have a phrase like "Strike: ranged. Steal 2 blood. Not usable
first round." (Example from Drain Essence) Does this mean the strike must be
from a long range, or can it be from close as well?

Ranged damage can be dealt from close or long range. I think that the
reason they described it this way is because Steal Blood cannot be
prevented by damage reduction cards like regular and aggravated damage
can. This text lets you know that you can steal blood even if you
maneuver to range.

By default, all ranged ("R") damage may be used even if the round is
at close range. A lot of cards will say "only usable at long range",
but Drain Essence isn't one of them.
