Bloodhunt and Ritual of the Bitter Rose

I'm not quite sure on the timing of ROTBR at the moment. Does it occur before or after a bloodhunt is called due to a diablerie? If after, is it before or after the outcome of that bloodhunt takes effect? While I'm asking questions, another one I followed for a while but have got a bit lost on. Do Telepathic Tracking and Psyche! now occupy the same timing window? In context, if I control an acting minion, and at the end of a round with no uncancelled presses, I want to play Psyche! and my opponent wants to play Telepathic Tracking, who gets to play?
