LSJ - Phased Motion Detector question

Hi, following situation. Meth A has some Vamp bleeding while Meth B controls 2 minions. Minion C is a tapped one with a Phased Motion Detector and Minion D is untapped. Minion D tries to block. Bleeding Vamp plays true love's face and Minion D declines to block. Now Minion C tries to block with OtQV. Does the Phased Motion Detector grant +1 intercept even if at the time the modifier was played he was not blocking yet? Name: Phased Motion Detector [KMW:C, KoT:PB] Cardtype: Equipment Electronic equipment. Once each action, when a vampire plays an action modifier that requires Chimerstry [chi], Obfuscate [obf] or Obtenebration [obt], this minion gets +1 intercept for the current action, even if intercept is not yet needed.
