I just got the card "Cat Burglary" which is a +1 stealth, +1 bleed card for
celerity, and both the major and minor effects seem to be identical. Is this
correct? Is there a misprint? What are the major and minor effects *supposed*
to be???

The two abilities of Cat Burglarly turn out to do exactly the same thing.
It appears that the answer to whether a D-bleed allowed you to bleed
anyone you felt like varied during playtesting, and CB was written at a time
when a D-bleed did not allow a bleed of any player by default. The card
will be fixed in a later printing of Jyhad.

So what is the final ruling? Can a card that gives you a D bleed be
used on anyone, or just your prey?

It can be used on anyone. That's what the D means.
I found that out last night with Haven Uncovered.

Both "levels" of Cat Burglary do the same thing: Allow the acting vampire
to bleed any player. Future versions will be changed such that the superior
and normal versions do different things.

So, a bleed action by default can only be used against your prey, n'est-ce
pas? But a card that allows a directed bleed can be used against any
Methusulah. Is this true of all directed actions - they can be used
on any Methusulah?

Yes, unless they specifically restrict their focus.
