We play the other way. The vote isn't played unti it's on the table with
the terms set. Then, blocks are called for. If there are no blocks, then
the vote begins.
Do you announce that you're equipping, and ask for a block before showing
what piece of equipment you're putting down? Seems like no.
At the very least, the card should be shown before a block is asked for.
I still think the terms should be announced, but there's no way I can see
requiring people to block an action they haven't seen.
