My question is about the use of action modifiers and their restrictions. Can
I use a bonding with superior dominance to gain +1 stealth on a vote action?
If so can I use a Conditioning on playing a sport bike, in effect getting a
card out of my hand to draw a new one. Izzy, my opponent, used the bonding to
prevent the intercept on a vote card, which implies that action modifiers
(except for stealth cards) can modify any action no matter whether the benefits
apply. An extreme examplw is to play a theat card to modify a topor rescue,
allowing one to draw a new card. Is the above legal, its seems to me that
WOTC stopped the playing of extraneous stealth cards and forgot to mention
that extra bleed cards cannot be used on non-bleed actions.

There is a general rule of thumb that you can't use cards which are
applicable to a situation. You can't use Telepathic Counter unless
you're being bled. You can't use ammo cards unless you have a gun
to use them with. You can't burn political cards for votes except
during an action. And so on. Any action modifier which increases
or replaces the bleed of an action is only considered to be relevant
when a bleed action of any kind (default, Social Charm, etc) is
being performed. So for example, you cannot use Bonding to increase
the stealth of any action you feel like.
