JYHAD: When can you play reaction cards?

According to the rules and the FAQ: Reaction cards may only be used in response to another player's minion's actions. This makes sense for most of the reaction cards I've seen, but I wondered about things like Dread Gaze and Surprise Influence, which let you gain votes during a political action. Can you only use them in reaction to other player's minion's political actions, or can you use them to gain votes in a political action called by one of your own minions? A strict reading of the rules would suggest that you can't, but this seems eminently silly. My take on it is that those reaction cards can only be (or only make sense to be) played when another Methuselah's minion calls for a vote (by using a Political Action card). You can react to the vote being called by using one of those kinds of cards. My take on it is that those reaction cards can only be (or only make sense to be) played when another Methuselah's minion calls for a vote (by using a Political Action card). You can react to the vote being called by using one of those kinds of cards. They're reaction cards, so can only be used when someone else's minion calls a vote. There are similar cards which can only be used when your minions call a vote. Which ones you put in your deck will primarily depend on whether you want your deck to be active or reactive, politcally.
