Does the combination
Aggro damage + Rotschreck beat S:CE?
Example:
Minion A strikes S:CE
Minion B strikes with aggro damage
Meth controlling Minion B wants to play Rotschreck thus sending the
opposing minion to torpor.
Is this legal?

Yes. Rotschreck is played when the aggravated-damage-dealing-attempt is
announced - which in this case is before strike reoslution, so before
S:CE can resolve.

We've established that Rotschreck is playable when Basilla attempts a
hand strike at long range.
How about this one:
What happens when the acting minion, Sir Walter Nash has an action
blocked, he then modifies it with Dawn Operations (superior). The
blocking minion, Colin Flynn, plays flash to maneuver to long range in
hopes of avioding combat damge, and his controller then draws the
Rotschreck.
Can Colin attempt a hand strike and play Rotschreck?

I thought Rotschreck was changed to a defensive card, played by the
minion about to receive agg damage, instead of being played by a minion
causing agg damage. Which way is it is to be played, offensively or
defensively?

No, since attempting to use zero aggravated damage doesn't count
as attempting to use aggravated damage (just as successfully
bleeding for zero doesn't count as successfully bleeding).
