There are two steps to be concerned with: taking the action
and handling the referendum (the vote itself).
To take the action, you tap you vampire and announce the referendum
that he is attempting he is attempting to call. Play the Political
Action card (face-up, of course) from you hand at this time.
Then allow block attempts (from your predator and prey, since the
action is not directed).
If it remains unblocked, then you handle the referendum itself -
staring with declaring the terms (if any) that are up to you:
for instance "Regaining the Upper Hand" requires you to choose
a Methuselah. That choice is not made until the action remains
unblocked - although you play the card when you announce the action
(before block attempts are made).
