Independent. Anarch: When the convert enters play, you may remove him
from the game to make a non-titled vampire you control anarch and
either gain 1 pool or draw a card from your crypt.
If I transfer him and say a 7 cap at the same time can I trigger the
converts ability and make the 7 cap an anarch, I would say no but
there's always hope.

there is no 'at the same time'
but you can - transfer 7 cap first then transfer out AC in the same
influence phase and trigger his ability.

No all vamps come out at the end of the influnce phase( if full of
course), it's setup in stages just like combat and well just about
everything else in this game, that's why I think it doesn't work.

They don't come out simultaneously.
You bring the vampires out one at a time at the end of your influence
phase. Bring the other vampire out first, then bring out the Convert.

If he comes out after the other vampire, yes.

That's what he meant. Bring 7-cap to 7 counters and bring anarch convert to 1
counter during your influence phase. Then, at the end of the influence phase,
bring them out. They come out one at a time, in the order of your choosing. So
you choose to bring out 7-cap first, then bring out the convert and use his
special on the 7-cap.
