Prince required based actions

Do the cards that state "Requires ready Prince or Justicar" need you to play them on a Prince or Justicar or you just need to have one of them controlled in order to use those cards? For example: You have Volker, the Puppet Prince and Bianca both controlled and tapped. Your prey tries to equip with a leather jacket. Could Bianca use The Second Tradition to untap and get the +2 intercept to block the equip action? In the Jyhad version of the card it just says "Prince or Justicar", no way to confuse yourself, only them can play it, but as the vampire version says "requires ready prince or justicar" it is not clear for us. Prince / Justicar cards can only be played by Princes or Justicars.... In your example, only Volker could untap & block with 2nd.
