Propaganda Question

Does the tapping effect of superior Propaganda occur at the declaration of the action, or at the conclusion? If at the conclusion, does the bleed need to have been successful? (not blocked, Telepathically Countered, etc.) Marc G.

(not blocked, Telepathically Countered, >etc.) The card doesn't make that requirement, so unlike Kindred Spirits, Legal Manipulation, and Social Charm, all of which have an "if bleed is successful" condition attached to the pool gain, Propaganda relies only on the action being unblocked.
