Another Piper question

The answer to this one seems obvious to me ("Yes, because it isn't an action"), but I would like confirmation: Cybele is an anarch. I have a Path of Evil Revelations in play. During my master phase, Cybele is untapped. I play Piper, and tap her to bring out a Herald of Topheth. Then I pay a pool to use the Path of Evil Revelations to untap Cybele. (By her special ability, I have a second MPA) I play a second Piper, tapping her again to bring out a second Herald of Topheth. Legal? (And then, during the minion phase, I can untap her with Rutor's Hand and take an actual recruit-Herald action, of course)

Yes. The simple version of the question is: I play Piper to have VampireA get an ally. Then I untap vampireA somehow (Alexandra, Path of Evil Revelations, whatever) and use a second master phase action to play another Piper. Can that piper be used to have vampireA recruit another copy of that same ally? Hehe :) The heralds are good in theory, they have an awesome range of disciplines at their disposal and they got a big fist, a bleed. 5 life + regeneration is *great* to boot. The ability for them to jump someone and disarm them at will is awesome. But the friggin' upkeep on them is too much imo. Compare them to War Ghouls or Shamblers additional cost and they are more "fair" than the heralds, easier to side step. I've tried several variants of bloat to cover for the heralds but all seemed risky, any serious threat blew me off the table anyway :( The deck I had most success with was a variant of Peter Bakija's My Deck is cooler than yours (http://thelasombra.com/ decks/twd.htm#2k4cooler) that I shoe horned some heralds into, with a small combat package to support them (I belive it was 3 conflag and 2-3 disarms), but it always felt like I shot myself in the foot for playing the demons. No blocks, the regen pays for the legal. if they block, high ground to long and conflagrate. this package also works for sargon. the high grounds help the setites stay alive if they get rushed, too. or if you have no combat cards just use the built in 3 str. bloat is hesha hunt/blood doll (or whoever else you draw...and hunt. sargon with perfectionist and 2 blood dolls is ok to hunt with. at least you get the edge). ideal ready region is hesha, sargon, some other setite and a bunch of heralds. my current version of the deck is a bit master heavy though. but still you can always just legal+cloak with your vamps as a 'plan B'. which, i hear, isn't too shabby. Sorry to disappoint, there's no actual intention to build a Cybele anarch Herald of Topheth deck here...
