Couldnt find a clear answer for this on the newsgroup, so here goes:
Firebrand
Cardtext: Requires an anarch.
If this referendum is successful, put this card on the acting anarch.
This anarch gets 1 additional vote during a political action. During
your minion phase, this anarch can burn 1 blood to untap a ready
younger anarch. Burn this card if this anarch goes to torpor. An
anarch may have only 1 Firebrand.
1. How does the timing work? Can it be used during an action? During
combat? (if youre getting torp'ed you might as well spend your blood
on something useful...)
2. If an anarch A calls Domain Challenge, can an older anarch B with
Firebrand untap anarch A before the vote resolves, so that I dont lose
pool for anarch A being tapped? My playgroup said no...
3. An anarch A calls Anarch Salon. Can another anarch B on full
capacity use Firebrand to untap a younger anarch X, thereby spending
one blood, before the Anarch Salon resolves and gives a blood to
anarch B (bringing it back to full capacity again?).
And completely unrelated:
4. What happens if I (e.g. involuntarily) transfers in a vampire that
I already have in play? e.g. enchant kindred and then forgets to
transfer back to my pool... Does it burn?

B could untap A before blocks were solicited, even.

Yes (same as 2 above)

Yes, the incoming copy that would be self-contested burns.
