Dose the stealth modifier on directed actions apply to cards
that can be afected by directed actions, ie do you get +3 stealth from
Night Moves when trying to steal the rack. Also for Cryptic Mission do
you get the stealth as it is in bold at the top of the card.

You cannot use a bleed card for the stealth (ie. bonding and Night
moves), but cryptic mission is a +1 stealth.

Cards that are affected by directed actions DO NOT require an action
card.
Your example: Stealing the rack. ANY minion may attempt to steal the
rack as a (D) action. Just tap the minion and announce that he's going
to steal the rack for you. NO CARD NEEDED.

So, no, you can't use +3 stealth from Night Moves to steal the rack,
Because the minion playing night moves is not stealing the rack -
he's bleeding somebody (card text).
But, yes, a vampire attempting a Cryptic Mission (superior or not)
get +1 stealth - but only for the cryptic mission. You can't use
that card to steal the rack, burn the rat army, or anything else.
