quick question

Can someone please clarify: If a vote card says: "called by any Prince or Justicar at +1 stealth," does that mean that the vote can _only_ be called by a Prince or Justicar, or that only a Prince or Justicar will get +1 stealth when calling the vote? Thanks, KM
