Here's more clarification. The same action is one that is either
defined in the rulebook (bleeds, votes, encounter in torpor, hunt,
equip, hire retainer, recruit ally, etc.) or is a card (like Sensory
Deprivation or Army of Rats). So, an attack on a Haven Uncovered'd
vampire, an Ambush, and a Bum's Rush are all different actions because
entering combat with a vampire is not a defined action in the
rulebook.
